Phil Long, Chair 
Phil Long Construction Services
Phil is the principal in his own consulting firm providing professional service to Owners, Architects and Contractors in cost consulting, construction management and claims assistance. He holds a diploma in Civil Engineering Technology, is a Certified Technologist in BC and Ontario, Professional Quantity Surveyor, and is Gold Seal Certified in both Estimating and Project Management. Phil began his career in construction after one year of drafting directly out of college, then started estimating, which led to Project Management and Company Management.
Tom Spatola, Vice Chair
Harris Rebar
Tom is the Branch Manager of Harris Rebar in Kelowna. He got his start in construction following in his father’s footsteps; after completing high school, Tom started with Harris Rebar. During the past 18+ years of service, he has taken additional construction specific courses to better educate himself.
John Powers, Secretary
Flynn Canada Ltd.
John is the Operations Manager at Flynn Canada Ltd. in Kelowna. He has been working in the roofing industry since 1986. He attended many courses in the building science program at BCIT, has his TQ, RRO, and is Gold Seal Certified. John joined the SICA board for networking.
Walter Dool, Treasurer
Greyback Construction Ltd.
Walter is a Civil Engineering Technologist, BCIT 1979, and a long time member of ASTTBC, and Gold Seal. He worked his first 7 years of construction as an inspector for bridge construction projects throughout BC, and as a civil works inspector for consulting firms. Walter is a long time employee of Greyback Construction, and has served on the Board in past years. The significant changes in the construction industry have re-ignited Walter's interest in serving SICA as a board member.
Debra Dotschkat, Past Chair 
Glass Canada Inc.
Debra is the General Manager of Glass Canada Inc. She attended Okanagan College and the University of Saskatchewan for business and accounting. She got started in construction at the young age of 15, and has worked in underground irrigation, plumbing, heating, air conditioning, wholesale lumber, geothermal, electrical, and glazing. She has had the pleasure of doing sales, customer service, accounting, safety officer, project management, and now Owner. She has done it all and loves to see something grow from the ground up.

When we started in business in 2008 our first move was to become a member of SICA as they were the go to place for all things in Commercial Construction. After a year of being a member I decided to get involved at the Board level and the benefits from this have been amazing. SICA not only gets involved in local issues but I also got the opportunity to work from the Provincial Level and become informed of issues at the National Level.

Angela McKerlich

Angela is the Surety Manager and Partner at Capri Insurance Services Ltd. Angela got her start in the Insurance Business when she was 14 - she started cleaning her dad's office, then graduated to auto, personal lines, commercial lines, management, and bonding. She enjoys the construction industry for the thrill of the short deadlines, super people and companies to work with - there is always something new each day.
Brandon Panopoulos
TKI Construction Ltd.
After earning a Diploma of Technology for Building Engineering from BCIT in 2002 Brandon joined PCL Constructors Westcoast Inc.; where he worked as a Project Manager/Estimator until 2010. During this time Brandon received Gold Seal certification as a General Contracting Project Manager in 2007. In 2010 Brandon became a partner in TKI Construction Ltd. In 2017 Brandon became the sole owner of TKI. During his time in the construction industry Brandon has worked on a variety of projects including tenant improvements, fit-ups, new builds, structural upgrades and renovations. 
Cameron Betts
Betts Electric Ltd.
Cameron is the President of Betts Electric. He is a graduate of the University of Victoria and Red Seal Electrician. Cameron has been around the construction industry for most of his life and in his current management role at Betts Electric since 2013. He joined the board to stay in touch with the industry and help the association grow and adapt to the new generation.
Craig Main
Maddocks Construction Ltd.
Craig is the President of Maddocks Construction Ltd. He has his Benchwork and Joinery Apprenticeship and TQ from BCIT, his Carpentry Apprenticeship and TQ from Okanagan College, claimed first place in the 1992 International Carpentry Apprenticeship Challenge. Craig’s father and grandfather were carpenters, and he served his carpentry apprenticeship with Maddocks. Thirteen years ago, Craig decided to start purchasing the company and the rest is history.

David is a Chartered Professional Accountant and a large part of his practice is focused on the real estate and construction industry. 
Gavin Rasmussen
K&C's Construction
Gavin has been active in the Interior’s construction market for over 20 years. As a result of his experience, K&C’s has well-established relationships with most of the industry’s leading sub-contractors and suppliers. Gavin is a certified Mould Remediation Technician, a CCA Gold Seal Superintendent, a Journeyman Carpenter, as well as a Certified Residential Builder (CHBA). Gavin also sits on the board of the Kamloops Chamber of Commerce.

Jeff Hanley
Hancon Constructors Ltd
Jeff is the President of HanCon Constructors Ltd. in Armstrong. He got his start in construction right out of high school, when he went to work for PCL in Calgary as a labourer on a high-rise project. From there he moved on to residential framing, then to commercial TI work. Jeff started his own business in Vancouver doing commercial renos and TI work, then added high-end residential. After 10 years, he moved back to the Okanagan where he worked for himself as a framing contractor, then as a superintendent for Stonecroft and PCL. Three years ago he started HanCon, where they mainly concentrate on commercial construction and renovation.
Josh Bergsteinsson

Josh is currently the Key Account Manager for West Equipment Rentals. He has been an active part of the construction industry since 1999 and SICA since 2005. Josh has held positions on both the SICA and BCCA boards within the last 5 years. As a U40 member as well, Josh brings a fresh take on many of the issues facing the association and construction industry as a whole.
Justin Tanquay

Justin is the President of DJM Contracting Ltd. in Rossland. He has his Computer Programming from Algonquin College, the MAST Program from College of the Rockies, as well as numerous construction industry training courses. Justin got his start in construction working for family as a young adult.

Mark Hartwick

Mark is a Certified Human Resources Professional and has over 20 years supervisory experience in the transportation, manufacturing and construction industries. He joined the Kimco team in 2007 and became part-owner in 2012. Married to Christine, Mark has two children and is proud to be the 4th generation of his family to live and work in Kelowna.
Morly Bishop
CapriCMW Insurance Services Ltd.
Prior to entering the insurance industry, Morly obtained a Bachelors of Science in Chemical Biology from Thompson Rivers University in 2009. It was at this time Morly started a summer job for a construction firm in Kamloops; the plan was to get back to education after a year off from school. Seven years later, Morly was still working in construction and had swiftly moved through the ranks from a general laborer, to project managing and estimating some of the most complicated slope stabilization projects that have ever taken place in the interior of BC.

Morly has taken this experience from the construction industry into his career as a commercial risk advisor. His understanding of standard and complex construction techniques is key when placing effective insurance solutions for his clients.
Nathan MacDermott

Nathan has been involved in the construction industry since 2003 when he started a flooring installation company in Victoria. In 2006 Nathan moved his business to the Okanagan. In 2008 he expanded his business to provide further construction services and eventually began working as a general contractor. After building a number of homes Nathan decided to take on a new challenge and returned to university to study law. In 2017 he worked as an articling student with Pihl Law Corporation, and during that time he worked on a number of construction matters. Upon being called to the Bar in 2018 and returning to Pihl as an associate he has continued working on numerous construction-related matters.

Phillip is an established management professional with over 25 years experience in the public and private sectors of both government development/housing and public construction projects. Currently, Phillip is the Director of Construction at Horizon North Manufacturing, coordinating a team for pre-planning, project management, contract administration and execution for the project.
Richard Davies

Richard has over 30 years experience as an Electrician, Service Electrician, Data tech, Estimator and Project Manager. Richard is currently the Service/Networks Manager at Houle Electric, Kelowna and has held that position in Kelowna for over 8 years. Richard has many contacts and customers throughout the Okanagan Valley from Vernon to Penticton, and has been instrumental in the growth of the company. 
Shawn Parkes

Shawn is the Senior Estimator at Christman Plumbing & Heating. He joined SICA to gain more knowledge and experience in the construction industry. As well as help to better address any concerns that we see in construction today. He has 20 years experience in the construction industry after starting his career in the water/waste-water sector.

Stewart has been in the construction industry since 1997 and his expertise on petroleum projects is particularly valued as Stewart was originally a pipe-fitter by trade and is certified in both above and below ground tank installations. Stewart has moved his way through the ranks to become the President of Parke Pacific Projects Ltd.
Vicki Topping
MQN Architects
Vicki is an Architect and Partner at MQN Architects in Vernon. She received her B.SC. in Math from Okanagan University College (OUC/UBC) and her Masters of Architecture from UBC. Vicki got her start in construction immediately after completing her Master’s degree in 2002.
